Many email service providers [ESPs] require that you either build your mailing lists by confirmed (double) opt-in, or that you reconfirm your mailing lists that you import, or both.

Email marketers have historically been loathe to reconfirm mailing lists because they lose a large percentage of the email addresses on the list.

However, for the most part, the users who don't reconfirm are the users who aren't opening your email to start with, and who aren't going to be responsive to your offers and who, generally, are hurting your deliverability.
